DEPARTMENT OVERVIEW

The University of California's Office of Federal Governmental Relations (UC FGR) is located at the UC Washington Center in Washington, DC. As the largest public research institution in the world, the university engages in numerous partnerships with federal education, health care and research agencies. Working with Congress, the administration, federal agencies and national organizations, UC Federal Governmental Relations advocates for the university and its policy and fiscal priorities in education, research, healthcare and public service.

POSITION SUMMARY

This position has primary responsibility within the University of California (UC) Office of the President for federal governmental relations activities in support of the mission, goals, and objectives of University of California Health (UCH), including health care delivery and professional education, research, and clinical and residency programs. The incumbent must plan, formulate and execute the federal governmental relations strategies in support of UCH's programs and funding. Position is responsible for advocacy on behalf of the health programs and funding at UC's six academic medical centers and 20 health professional schools.

As a member of the UC federal relations team, reporting to the Associate Vice President for Federal Governmental Relations (AVP for FGR), the incumbent provides leadership, expertise and support in meeting broader UC federal relations objectives. The issues covered by the position include, but are not limited to, health systems financing; Medicare and Medicaid service delivery and payment; the 340B Drug Pricing Program; healthcare access and affordability; healthcare disparities; health professions training and financial support; and, veterans' health services. This position has shared responsibilities related to advocating for funding and policies in support of biomedical research. This position is responsible for establishing and maintaining relationships on behalf of the University with federal policymakers and their staffs, federal agency officials, and representatives of higher education, research and health-care national associations and professional societies.

The priorities and programmatic agenda for the incumbent are established by the Associate Vice President for Federal Government Relations in ongoing consultation with University leadership, including leadership in the Office of the President, the Senior Vice President for External Relations and Communications, the Executive Vice President for University of California Health and their designees. The incumbent is expected to maintain effective relationships with UCH senior leadership, UCH Academic Health Center leadership, including the Chief Executive Officers and their designated governmental relations representatives, as well as other University leadership, including medical school deans and health finance, research, regulatory and compliance personnel. This position also works closely with campus governmental relations officers.

The director of Health and Clinical Affairs has wide-ranging health policy and advocacy experience, administers, oversees, or performs work involved in establishing and maintaining the highest level relationships between the institution and its many constituents, both external and internal, including policymakers, congressional committees and government agencies with healthcare jurisdiction, peer institutions' government relations officials, national hospital associations, physician professional societies, biomedical research and life science associations, UC campuses, hospitals, medical education, and physician leadership, UCH student leaders, and interest groups.

Under the direction of the Associate Vice President for UC FGR and in consultation with the office of UCH, the medical center leadership, other key University personnel and their designees, this position provides direct advocacy in support of the mission, goals, and objectives of UCH, including medical service delivery, medical and health science education, clinical training, and biomedical research. Serves as the University's primary advocate in Washington, DC on issues related to UC Health's federal relations' objectives. The issues covered by the position include, but are not limited to, health systems financing; Medicare and Medicaid service delivery and payment, third party payer policy, the 340B Drug Pricing Program, health professions education, clinical training, and other related issues. This position also has shared responsibilities related to biomedical research. The incumbent has direct contact with Senators, Members of Congress, and their staff as well congressional committees, Executive Branch officials, and health care delivery, biomedical research, and higher education association representatives. The incumbent is responsible for tracking and analyzing legislation affecting healthcare delivery, medical and health science education, and biomedical research and, for formulating and executing federal governmental relations strategies. In addition, this position drafts legislative language, expert testimony and related communications, and arranges for and assists in preparation of UC witnesses for hearings. Monitors the congressional budget, authorization and appropriations processes. Advocates to Members of Congress and staff, key committees and other relevant constituencies regarding UCH federal priorities. Provides assistance to UC visitors in Washington who seek meetings with congressional, Executive branch, or professional association representatives. Provides, in coordination with UC leadership and key personnel, responses to congressional inquiries.

Serves as a resource to federal agencies which impact healthcare financing, medical and health sciences education, clinical training, biomedical research, and patient care. In coordination with UCH, works closely on the development of new initiatives and the translation of policy. Requires high-level knowledge of relevant issues combined with the professional skills to analyze and assess the impact on UC programs, and the ability to communicate effectively with internal and external constituencies. The incumbent also arranges for UC experts from the University to participate in Washington-based meetings. The incumbent is responsible for tracking federal rules and regulations affecting healthcare delivery, medical and health science education, and biomedical research. Incumbent assists UCH and University experts in development of responses to rules and regulations, as appropriate. Provides, in coordination with UC leadership and key personnel, coordinated responses to inquires from the Executive Branch and agencies.

Coordinates the University's involvement with the healthcare provider, higher education, biomedical research and physician professional societies on issues related to UCH federal governmental relations activities, including medical service delivery, medical and health sciences education, clinical training, and biomedical research. The incumbent works with other universities, academic medical centers, Medicaid Disproportionate Share Hospitals, higher education associations, and physician professional societies, UC staff, and advocates for other entities, in order to build legislative coalitions. This position serves as the University's Washington, DC contact for numerous health-related national associations and professional societies. Represents the University at professional meetings and conferences.

Working with UC Health and the State Governmental Relations Office, maintains an awareness of key health issues in California, especially those state legislative or administrative initiatives, such as changes to the state's Medicaid program, which impact federal policy.

Works with key federal relations and university staff to develop communications tools and products to advance the University's advocacy goals and objectives.


Required Qualifications
  • Comprehensive knowledge of the organization and functions of health delivery and higher education systems, including academic medical centers and public hospital systems, their structure and financing, and of all significant health-related policy issues.
  • Detailed knowledge of health professions education, health workforce and public health policy issues.
  • Substantial knowledge and understanding of the operations of the federal government, including legislative and executive branches, the processes utilized by each of the branches, the organization of the Congress and the Executive agencies, and familiarity with leaders in positions that impact or influence issues relevant to the University.
  • Specific familiarity with the organization of the University of California, UCH, the Office of the President, the UC academic health enterprise and procedures for decision-making within the University, and critical personnel within the system who can assist with the provision of information and analysis related to health issues.
  • Excellent policy analysis skills and the ability to develop consensus.
  • Ability to work with senior level medical professionals and administrators and with policymakers at highest levels of government and policy.
  • Ability to communicate effectively, orally and in writing. Strong interpersonal skills.
  • Ability to provide leadership, expertise and team-building in support of the Associate Vice President while working in close coordination with a team of professionals.

Preferred Qualifications
  • A professional degree, a health-related graduate degree, law degree or graduate degree in government or public policy is highly desirable.

Education
  • A bachelor degree in public policy or related field and at least 7 years of increasingly responsible experience in advocacy relations, governmental relations or communications is required.
