The Department of Physical Medicine and Rehabilitation has an opening for a full-time University Staff (unclassified) Post-Award Specialist position.

Nature of Work

The Research Services Senior Professional (Post-Award Specialist) serves as a departmental subject matter expert with duties focused on business office and research operational needs of the Department, working with PM&R faculty, staff, and affiliates across all PM&R programs and locations as well as the Office of Grants and Contracts. Working under the direction of the Research Services Program Manager in PM&R, this position has primary responsibilities to assist Principal Investigators (PIs) with coordination, administration and management of research grants and contracts, as well as applicable finance and procurement policies and processes. The position is primarily responsible for managing all sponsored project activity within PM&R to ensure compliance with all Federal, State, Sponsor and University policies & procedures.

Examples of Duties Performed
  • Work collaboratively with internal and external stakeholders to meet milestones and to ensure timely submission of progress reports and fiscal reports per sponsor guidelines serving as a fiscal manager and/or staff, subject matter expert, and OGC liaison on sponsored research projects for compliant and timely sponsored project financial operations and reconciliation efforts, including contracting, consulting, procurement, and billing.
  • Reconcile accounting documentation and accounts for multiple financial systems, including State, Federal UPI and the CU Foundation and create and maintain one consolidated budget vs. actual database for all department accounts on a monthly basis.
  • Developing and disseminating reports related to research mission areas and innovation service lines, including financial, metrics, portfolio, personnel effort and payroll; maintaining spreadsheets, databases, dashboard reports and other analysis instruments for tracking, forecasting, and reporting, anticipating issues and providing recommendations affecting overall departmental financial health.
  • Managing the overall funding and associated changes for research-related personnel within the department such as Payroll Expense Transfers, Funding Distributions, ePAR management, and VA MOUs; developing and implementing systems for overall research professional effort and preparing analysis and documentation as needed for interim support or bridge funding.
  • Compile, review and prepare financial information to assess whether revenues and expenses are on target to meet budget forecasts for the department with a primary focus on research finances, funding allocations and budget variances.
  • Prepare and monitor selected central budgets (ICR, auxiliary, AEF, enrichment, and clinical contracts, with other areas as needed), and preparing material, metrics, financial models, and presentations for department research portfolio and new and existing business innovation and collaboration opportunities.
  • Assess systems and demonstrate initiative in making suggestions for streamlining, cost savings, improving workflow or other process improvements; developing and documenting research-related work instructions.
  • Administering Physical Therapy Rehab Sciences PhD program financials, including tuition payments, processing and reconciliations for PT students.
  • Serving as a research administration subject matter expert participating on one or more research administration groups led by the University and contributing to campus research administration process improvement initiatives.
  • Regularly reconcile and audit all research related funding (grant and contract) to ensure accuracy and compliance.
  • Serve as lead for the department with Space and Asset Management reporting and act as overall capital equipment inventory coordinator and space coordinator for all State assets, accompanying reviewers on annual inventory.
  • Serve as fiscal staff and coordinate procurement-related activities and policies, including purchase orders, payment vouchers, INs and a variety of other instruments in both the State and UPI fiscal systems as needed.
  • Work collaboratively with OGC and set up team to ensure award is set-up accurately and reflects the terms and conditions of the award.
  • Request the issuance of subcontracts and work with subcontractor to execute contract. Review subcontract terms and conditions. Ensure favorable payment terms and reporting requirements. Utilize CU Marketplace to create and manage standing purchase orders, review subcontractor invoices, and process invoices for payment.
  • Responsible for requesting payment of all research related invoices.
  • Maintain an electronic filing system of sponsored project documents.

Minimum Qualifications
  • Bachelor's degree from an accredited college or university.
  • At least two (2) years of professional experience in research administration and handling day-to-day financial transactions of an organization including invoicing, billing, reporting, preparing budgets, receiving, and handling A/R and A/P.

Preferred Qualifications
  • At least 3 years of experience handling day-to-day financial transactions of an organization including invoicing, billing, reporting, preparing budgets, receiving, and handling A/R and A/P.
  • Experience working in a large, complex public institution, higher education, healthcare or health sciences center environment.
  • Experience with any variety of additional computer programs relevant to finance, budgeting, patient accounting, space inventory, or other business areas (PeopleSoft, Cognos, IDX, AX, WebSpace, or other).
  • Experience with forensic accounting and detailed analysis of financial reporting to identify errors, issues or other discrepancies.
  • Familiarity with various business compliance needs (HIPAA, NIH, COI).
  • Higher education budget management, modeling and forecasting.
  • Master's degree in Research Management, Business Administration, Public Administration or equivalent.
  • Minimum six years of progressively responsible experience in coordination, development, and administration of grants and contracts.
  • Certifications in Clinical Research (CCRP) or Clinical Research Administration (CRA).
  • Familiarity with space inventory software systems such as WebSpace.
  • Experience with policy analysis and compliance.

  • Previous knowledge of and experience with project and budget management.
  • Strong understanding of Financial process and procedures.
  • Very high levels of accountability and accuracy on all areas of performance.
  • Competent reading and analyzing finance reports.
  • Knowledge and skill in the use of computer systems and software; knowledge of information data systems and the expertise to adapt them to support the clinical training programs.
  • Ability and skill in establishing and maintaining effective working relationships with department faculty, staff, and University personnel across a complex, wide and diverse environment.
  • Skill in using independent judgment and discretion and deciding upon procedures to be implemented, setting priorities, maintaining standards, and resolving problems.
  • Must be able to function professionally and maintain extremely high levels of confidentiality relating to pay and other personnel issues.
  • Strong prioritization, planning, inter-personal and organization skills.
  • Interpersonal skills with ability to provide excellent customer service, while ensuring fiscal compliance and rules adherence.
  • Must be able to work independently, be flexible and be able to maintain positive working relationships.
  • Proficiency with various computer systems and software programs, including MS Office (Excel, Access, Word, Outlook, PowerPoint, and Publisher).
  • Ability to communicate effectively orally and in written formats.
  • Knowledge of standard accounting procedures and basic math/computing skills.
  • Computer skills with a very high proficiency with spreadsheets and databases, advanced Excel skills.

Salary and Benefits

The salary range (or hiring range) for this position has been established at $54,000 to $70,000.

In addition, this position may be eligible for up to a $3,500 recruitment incentive. Must be external applicants and other terms apply.

The salary of the finalist(s) selected for this role will be set based on a variety of factors, including but not limited to, internal equity, experience, education, specialty, and training.
