This position is 80% time, equivalent to four days per week and is a partial year career position. A partial year career is established to accommodate foreseeable seasonal fluctuations in staffing, budgetary, operational, or other needs and contains regularly scheduled non-work periods during which the incumbent remains an employee and retains health benefits, but is not at work. Please note that the Phlebotomist non-work period is for 8 weeks during the summer and is unpaid time off.

    UC Santa Cruz (UCSC) Student Health Services (SHS) is a full-service medical facility offering clinical, educational, and psychological support to UCSC students.     The Primary Care Program offers primary care and same-day care services, supported by on-site radiology, a COLA-accredited clinical laboratory, optometry, and the campus pharmacy offering prescription and over-the-counter products. Counseling and Psychological Services (CAPS) provides a variety of mental health and psychological services to UCSC undergraduate and graduate students, including intake assessment, brief and long-term individual, group therapy, crisis intervention, mental health outreach and workshop programming, consultation, and liaison relationships to support student mental health and well-being.

    Additional departments include Student Insurance and Referral Programs; CARE (Center for Advocacy, Resources & Empowerment), the advocacy and prevention education office that supports survivors of sexual assault, intimate partner/domestic violence, and stalking; Student Health Outreach and Promotion (SHOP), home of the Condom Co-op and the Cove Collegiate Recovery Program (CCRP), where students receive harm-reduction and recovery services.

    Student Health Services employs approximately 150 staff and welcomes staff with an interest and experience working with college students with a wide range of ethnic, cultural, and gender identities.

    JOB SUMMARY

    Under the supervision of the Lab Manager, the Certified Phlebotomist performs a wide variety of patient care support services in the Laboratory. The incumbent works with various clinicians with different styles and requirements in a fast-paced environment to complete direct patient care and administrative duties. The Phlebotomist maintains patient confidentiality in all verbal and written communications and provides empathetic and understanding care while working with ill students and concerned parents. Working closely with many people, the incumbent utilizes flexibility, multi-tasking, critical thinking, and attention to detail while maintaining a professional demeanor and recognizing and responding to emergencies.

    Budgeted Salary: $29.13/hourly

    JOB DUTIES

    60% - Laboratory Support
    • Performs phlebotomy
    • Assists the Clinical Laboratory Scientists (CLS) with patient specimen collection, processing, and analysis.
    • Operates and performs preventive maintenance of laboratory instruments, including urine dipstick analyzers and centrifuges.
    • Prepares specimens for microscopy and microbiological cultures or sends them to a reference laboratory.
    • Instructs patients in specimen collection and dispenses appropriate containers.
    • Maintains working levels of laboratory supplies.
    • Constantly performs multiple tasks: simultaneously serving several clinicians, monitoring patients, and managing phones and paperwork.
    • Handles medical specimens for transport.
    • Utilizes tact, discretion, and confidentiality in all communications with staff, students, families, and outside medical services.
    • Identifies self by name and title in all communications and appropriately refers issues beyond the scope of practice to laboratory or supervisory personnel.


    20% - Patient Testing
    • Independently, after thorough training and competency testing, performs pre-analytic testing of patient specimens for hematology (complete blood counts), urinalysis, and pregnancy testing after daily controls have been performed by the CLS (Clinical Lab Scientist).

    10% - Administrative Tasks
    • Assists CLS in the preparation of monthly statistical reports
    • Maintains a log of laboratory results for all testing departments and an alpha filing system of laboratory reports.
    • Generates billing forms as needed and reviews them for completeness and accuracy.
    • Audits monthly reference laboratory billing.
    • Answers telephone calls, takes complete messages as appropriate, and acts on them in a timely manner.
    • Provides quality assurance by keeping records of outgoing lab work and returned results, researching problems, and contacting the reference lab when results are not available.
    • Utilizes proprietary computer program, Point and Click, as well as the Laboratory Information System, Orchard/Harvest, to access patient information and billing system.


    10% - Maintenance of Laboratory Work Area
    • Maintains general cleanliness and order of the laboratory by general and special cleaning according to infection control guidelines.
    • Responsible for maintaining working levels of test reagents, forms, and phlebotomy supplies.
    • Maintains inventory of all forms.


    REQUIRED QUALIFICATIONS
    • Current License from the California Department of Public Health, Laboratory Field Services as a Certified Phlebotomy Technician I or II.
    • Excellent oral communication skills.
    • Excellent written communication skills.
    • Excellent interpersonal skills with the ability to work effectively with diverse groups of people.
    • Ability to contribute to a team effort, participate in a positive and cooperative manner during meetings, and respond well to supervision.
    • Ability to work and communicate in a positive and cooperative manner with management and supervisory staff, medical staff, co-workers, other health care professionals, as well as patients and their families, when providing information or services, helping when others are seeking assistance, and providing clarification or problem resolution.

    SPECIAL CONDITIONS OF EMPLOYMENT
    • Current Certification from the California Department of Public Health, Laboratory Field Services as a Certified Phlebotomy Technician I or II
    • Selected candidate will be required to successfully complete a pre-hire criminal history background check and a pre-hire credentialing check.
    • Selected candidate must pass the employment misconduct disclosure process.
    • Must possess a current CPR certificate.
    • Selected candidate will be required to take a TB test within 60 days of hire.
    • Complete Health Insurance Portability and Accessibility (HIPAA) training within 30 days of hire.
    • The selected candidate will be required to work all scheduled hours on-site.
    • Ability to wear proper safety attire (long pants, closed-toe shoes, etc.) and personal protective equipment common in a laboratory setting.
    • Ability to maintain appearance and conduct suitable for working in a professional setting.
    • Will be required to comply with current Student Health Center employee health safety requirements for health care workers as defined by state and federal regulatory agencies. Current health safety requirements are discussed during interview.
    • Selected candidate will be required to complete training within established time frames as directed including UC compliance training.
